This lesson is designed to introduce you to the powers of Congress and the national government, as consolidated by Justice Marshall in McCulloch v. Maryland and other early cases. It links McCulloch v. Maryland to the earlier debate in Washington's Cabinet over the creation of the First National Bank. It then analyzes Marshall's decision, demonstrating how it laid the groundwork for the exercise of other Congressional powers, including the Commerce Clause.
